Operation Impact was a series of exercises developed by the Florida Division of Emergency Management. The following pages were designed to provide reference materials to the exercise design team and participants.

Purpose:

Conduct a series of exercises to train staff in roles and responsibilities for mass casualty/mass disruption events.  

 Objectives:

  • Test Procedures use by staff in managing the State Emergency Operations Center (SEOC).

  • Test Equipment use to support the SEOC.

  • Train Personnel assigned to the SEOC in their roles and responsibilities.

 Scope:

State Emergency Response Team (SERT) 

  • SERT Chief

  • Section Chiefs

    • Operations

      • Branch Chiefs

        • Assistant Branch Chiefs

    •   Plans

      • Branch Chiefs

    • Logistics

      • Branch Chiefs

    • Administration

  • Recovery Staff

Concept of Operations:

Form two teams – BLUE / GOLD to staff key SEOC positions for exercises. One team will function as the simulation team and the other the SEOC team. Exercises will alternate between teams for maximum training opportunities.

Exercises will have a minimum duration of 4 hours and will be conducted in the SEOC.

Exercises will focus on a specific time frame of a threat to be determined by the Chief of Preparedness and Response.

Staffing will be based on availability of staff at the time of the exercise, each exercise will be a come as you are event, real time, with no holds unless real-time emergency events dictate. Equipment checks and functions will also be conducted in this manner and will not be simulated unless stipulated in advance by the Chief of Preparedness and Response.

Each Exercise will begin with a briefing by the Simulation Team on the current exercise situation. The Simulation Team will then hand off the exercise scenario to the SEOC Team.

Each Exercise will end with a briefing by the SEOC Team.

Immediately after the exercise briefing, a debriefing on areas of concern and corrective actions required will be conducted.

 Emergency Support Function (ESF) 5 (Information and Planning) will be responsible for writing an after-action report for each exercise.

Authority to terminate the exercise rests with the Chief of Preparedness and Response under the direction of the Division Director.

Responsibilities:

Chief Preparedness and Response

  • Develop the exercise threats

  • Name the Blue and Gold Team Chiefs for each exercise

  • Report to the Division Director the status of each exercise, after-action report, and corrected actions required.

Planning Manager - Internal Training and Exercising

  • Develop the exercise scenarios

  • Identify Training Issues

  • Serve as the Exercise Director

Administrator – Preparedness

  • Gold Team Chief

  • In coordination with the Blue Team Chief, identified team members.

  • Function as Chief Simulator on the Simulation Team

  • Function a Operation Chief on the SEOC Team

 Administrator – Response

  • Blue Team Chief

  • In coordination with the Gold Team Chief, identified team members.

  • Function as Chief Simulator on the Simulation Team

  • Function as Operation Chief on the SEOC Team
