Political Subdivision of the State of Florida Under the Florida Constitution, the state is divided by law into political subdivisions called Counties. Municipalities may be formed within Counties under general law for the provision of municipal services. Emergency Management Powers of the Political Subdivisions. Under Florida Statutes, Chapter 252, each county must establish and maintain such an emergency management agency and shall develop a county emergency management plan and program that is coordinated and consistent with the state comprehensive emergency management plan and program. Legally constituted municipalities are authorized and encouraged to create municipal emergency management programs.
